Manager, Robert Young Center - Crisis Services

Rock Island, IL

Full-Time + Benefits

Responsible for the overall daily operations of the Robert Young Center (RYC) crisis services including

management of the mobile crisis response team and the law enforcement Co-Responder Model in Rock Island County. Assumes management for the Crisis Stabilization Unit (CSU), crisis telehealth assessment clinicians and providing clinical supervision for staff in all crisis departments. Responsible for assuring compliance to crisis services specified in State of Illinois 590 contract and the Rock Island County 708 Board grant. Responsible for proactive development of staff, planning/organizing execution of crisis programs, adherence to state specific and federal laws and accreditation standards.

Responsibilities

Leadership Performance Indicators

  • Manages, supervises, and coordinates the RYC crisis system throughout Rock Island County including Mobile team, Co-Responder Team and CSU staff.
  • Follows standards of practice which ensure quality care and appropriate staffing levels 24/7/365.
  • Monitor quality indicators to measure mobile crisis effectiveness in the community.
  • Evaluates patient care on an ongoing basis through QI, patient surveys, direct observations, complaints, shift report, etc.
  • Provides effective liaison communication with internal and external health system key stakeholders.
  • Implements solutions to problems impacting patients, staff, law enforcement and other key community stakeholders.
  • Coaches' crisis team and provides clinical supervision to ensure quality care.
  • Creates an environment which is conductive to the development of self-confidence, personal growth and job satisfaction.
  • Executes team and unit goals consistent with RYC strategic plan.
  • Implements managerial outcomes, keeping staff appropriately informed, conducts outcome-oriented meetings.
  • Provides required reports on a timely basis.
  • Applies principles of jurisprudence in matters relating to patient care, employees, state and federal law.
  • Ensures that staff functions within the parameters of their licensure.
  • Investigates reported occurrences with potential legal liability.
  • Participates in Risk Management by reviewing patient care and appropriate records to ensure legal parameters are maintained.
  • Establishes standard of job performance and ensures evaluation of patient care personnel.
  • Responsible in employment, evaluation, coaching, discipline, termination and education of personnel
  • Maintains a safe work environment.
  • Standardize process across all work units to gain efficiencies and eliminate duplication of efforts and resources
  • Identifies and recommends opportunities for improvement in revenue production and cost reduction
  • Establishes positive working relationships with psychiatrists and other member of the medical staff
  • Serves as a consultant to other UnityPoint affiliates as requested.
  • Provides education to bring a broader scope of professional practice and the nursing process to an operation level for all nurses
  • Supports and encourages staff to act with appropriate authority over and responsibility for the work process in which they are involved. Stimulates staff to continually improve their performance thereby improving the organizations performance.
  • Ensure accuracy and timely compliance with local, state and federal quality reporting requirements.
  • Develops and oversees quality data systems to track and obtain performance improvement initiatives at both a program and individual level.
  • Coordinates and maintains internal/external audits, complaints, and investigations and helps develop action plans using performance improvement, patient safety and risk management methodologies. . .
  • Ensures all HIPAA, state and federal regulatory requirements are met with medical records and distribution. Works with Risk Management though process improvement to mitigate and resolve any legal findings.

Fiscal Performance Indicators

  • Demonstrates competence to implement and monitor cost reduction strategies.
  • Demonstrates management of financial resources to meet or exceed flexible budget expectations.
  • Actively seeks and identifies strategies or sources of revenue enhancement
  • Demonstrates innovation in the delivery of quality services.
  • Lead strategically prioritized grant writing efforts and new funding proposals
  • Oversee and provide metrics to leadership and committees and develop action plans to obtain financial sustainability
  • Develop and manage quality data analytics for RYC scorecards. Work with departments and leaders to identify and improve metrics to include Process Improvement Quality Initiatives (PIQI)

Qualifications

Education:

  • Minimum of a master's degree in a healthcare related field (Licensed Therapist / Social Worker - or - Registered Nurse)

Preferred

  • Master's degree in healthcare related field or business preferred

Experience:

  • Two years management experience and clinical knowledge of Mental Health and Substance use Disorder.

Preferred

  • Two to Three years progressive experience in management
  • Experience in behavioral health preferred
  • Three to five years progressive quality management experience

License(s)/Certification(s):

  • Licensed Therapist / Social Worker - or -Registered Nurse

  • Valid driver's license when driving any vehicle for work-related reasons.

Knowledge/Skills/Abilities:

  • Must have considerable knowledge of quality and metric tracking systems
  • Must have demonstrated skills with budget development and management
  • Must have demonstrated practice with performance improvement
  • Must have the ability to effectively supervise and direct other staff members.
  • Have experience working with state and federal regulations in behavioral health care setting
  • Must have thorough knowledge of human behavior and performance for the assessment and treatment of behavioral health disorders to include pharmacological factors.
  • Must demonstrate thorough knowledge of Illinois Mental Health Code, Iowa Mental Health Code, 42 CFR Part 2, National accreditation requirements
  • Must have considerable knowledge of the Diagnostic and Statistical Manual and current American Society of Addiction Medicine patient placement criteria and the as it relates to both mental health and substance-related disorders or able to acquire the knowledge.
  • Must have considerable knowledge of substance use disorder prevention services.
  • Must have the ability to work with a diverse population.
  • Demonstrated knowledge of clinical education requirements, standards, and practices
  • Must have the ability to communicate effectively, orally and in writing.
  • Have the ability to establish and maintain effective working relationships with other employees, clients, outside professionals and the general public.
