What You Can Expect

This position is being hired in support of a 50 year concession agreement to operate, maintain and enhance the University of Iowa's utility system.

As our Program Manager of Capital Expansion at the University of Iowa Campus, a specific focus of this role will be managing contracts for design and construction of capital projects that connect new or modified University facilities to the utility distribution network. Our involvement in these projects includes engineering design, procurement, construction, financial administration, commissioning handover and initial operations. The program manager establishes project objectives, the project plans, budgets and schedules, in close coordination with Contractors, the University, and Operations and Maintenance leadership.

No two days are alike as a Program Manager. You will be a senior member of a high performing team whose function is to deliver utility projects at the University of Iowa. There are three main focuses of the job: project management, project development, and team development:

Project Management: You will both manage your own projects and provide oversight and guidance to other project managers who have been assigned lifecycle projects. Most projects will involve one or more contracting stages, in which you will negotiate service contracts or work orders with suitable contractors and consultants. As the project proceeds, you will be the main owner's representative of the project, ensuring the contractors' compliance with their obligations. During construction, you will be assigned a construction manager, who will serve as eyes and ears on the job site, and with whom you will work closely during this critical phase. Since our team manages a lot of small to medium-size lifecycle projects, we have implemented a project management process that involves a significant amount of reporting and financial forecasting. You will be responsible for learning, following, teaching, and providing input to improve this process. A key success factor in project management is communication, and the large number of stakeholders in a campus setting makes this aspect even more important: you'll do a lot of communicating!

Project Development:You will be working on the five-year planning process, focusing on project discovery and justification. A large part of this role involves managing relationships with contractors, ENGIE's operations team, and other campus stakeholders. Development of new projects will involve bringing together these stakeholders for discovery, operational and safety assessment, ideation, and economic and risk analysis, and documenting the findings in a justification document with which the team can gain approval for new projects. You will decide on a project delivery approach according to the particulars of your project, with a view to managing risk and . You will be supported by and collaborate with the contracts administration team, operations team, procurement team, and internal and external legal resources as needed.

Team Development: As a senior team member, you will be called upon to mentor junior members, to share freely and to document knowledge for the good of the team and the customer, to design and implement process improvements for the team's benefit, and to participate, with your boss and other Program Managers, in the general management of the CAPEX team. You will have a Project Coordinator reporting to you, to help with administration of the lifecycle portfolio, and you will share responsibility for this individual's professional development.

Additional duties include the following:

  • Develop work packages for execution to include: Statement of Scope, Change Management, Performance Testing, QA/QC Requirements, Parts/Tools, Person-hours, Material Procurement, Technical Data Sheets, Drawings/Specifications, Task Procedures and Job Safety Plans
  • Provide lateral management of internal resources including Capital Projects staff and Operations and Maintenance staff, and deploy external consultants as required in order to ensure the projects' delivery on time and under budget, and without health, safety, environmental, and public relations issues

What You'll Bring

  • You will possess a Bachelor of Science degree in a technical field from an ABET accredited institution
  • You will have gained a minimum of seven (7) years' experience in which you will have successfully managed similar industrial construction projects or projects in urban settings such as a university campus, or municipal / public works projects
  • You will have gained expertise in creating and giving presentations and professional communications using Microsoft Office, Procore, or other project management tools creating written reports, project updates, and providing reporting data for all stakeholders including your management team, contractors, clients, and regulatory agencies
  • You will have developed high acumen in the financial and contractual aspects of capital projects
  • Possess or have the desire to achieve a PMP Certification

Additional Details

  • Must be willing and able to comply with all ENGIE ethics and safety policies
  • This role is eligible for our hybrid work policy; You must be willing to work in the office a minimum of three days a week, or as required by project activities
  • Ability to travel for general business and training purposes
  • Must possess a valid U.S. driver's license/clean driving record, this role requires the safe operation of company vehicles
  • While performing the duties of this job, the employee is not regularly exposed to weather conditions
  • Must be able to multi-task; utilize problem solving and interpersonal skills
  • Physical ability to conduct regular site walks
  • Could involve some lifting

Compensation

Salary Range: $112,000 - $172,500 USD annually

This represents the average expected pay range for a qualified candidate.

Actual offered salary may depend on geography, experience, industry knowledge, education, internal pay alignment, or other bona fide factors.

In addition to base pay, this position is eligible for a competitive bonus / incentive plan.
